Project name: What supportive measures enhance legitimacy for climate policies? A knowledge synthesis focusing on end user sectors

Project Leader: VTI (Statens väg- och transportforskningsinstitut)

Duration: October 2026 - 2028

IIIEE Researchers: Andrius Plepys and Vera Sadovska

Financing Body: FORMAS

Aim: The aim is to synthesise existing scientific and policy-relevant knowledge on supportive measures that can enhance, or undermine, the legitimacy and acceptance of policies steering consumers towards more sustainable consumption patterns. The focus is on understanding more about the role of supportive policies that strengthen the change in consumption patterns. IIIEE work with the transport and food sectors as case studies and check if there are and why any public resistance and challenges to their legitimacy.

The project synthesises existing scientific and policy-relevant knowledge on supportive measures that can enhance, or undermine, the legitimacy and acceptance of policies steering consumers towards more sustainable consumption patterns. Particular attention is given to catalytic policy instruments and other supportive measures, such as public participation, visioning and experimentation. The project aims to improve understanding of how demand-side climate policies in the transport and food sectors can be supported in ways that strengthen their legitimacy and facilitate sustainable consumption transitions.
