New report on long term effects of green public procurement (GPP)

IIIEE researchers Charlotte Leire and Carl Dalhammar has written a report where they document the long term effects of GPP. The report was commissioned by the Swedish Competition Authority (Konkurrensverket). Taken together, both the literature and the product case studies conducted in the project indicate that green procurement often has long-term effects that are different from short term effects. These include changes in volumes and prices of green products, and cases where practices used in public procurement are diffused to private sector procurement. One finding is that the interaction between procurement and other instruments and market developments are important for the final outcomes. When procurement is combined with industry dialogues and labeling schemes, and when various contracting organizations work together, the impact will be greater. Internal factors and conditions of the contracting organization is crucial in some cases; for example, lower turnover of purchasers provide better opportunities to maintain a constructive dialogue with suppliers and manufacturers.
